乡村产业高质量发展下农业企业家社会资本的重构:产业逻辑、理论框架与案例检验

Reconstruction of Social Capital of Agricultural Entrepreneurs Under the High-Quality Development of Rural Industries:Industrial Logic,Theoretical Framework and Case Test

农业企业家是乡村产业的推动者、实施者,农业企业家社会资本是乡村产业高质量发展的重要保障。但是,由工商企业家和城归精英转身的农业企业家在推进乡村产业振兴过程中,忽视了对乡村产业关系的激发与盘活以及对乡村产业资源的统摄与整合,从而使乡村产业同质化、文旅化问题比较突出,产业现实与高质量要求之间的张力不断加大。既有研究,对乡村产业现状的解释比较乏力。为弥补已有研究的不足,本研究基于产权关系理论和产业发展理论的视角,对农业企业家社会资本的功能作用、产业逻辑和重构框架进行理论分析与案例检验。研究发现,“人力—土地—技术—资本—关系”是乡村产业发展的关键要素;由工商企业家转向农业企业家,社会资本的转向是关键,须从关系产权合约安排角度对农业企业家社会资本进行重构;引入“关系产权”对“五维联动”要素进行协同与规整,构建起现代化与法治化的乡村产业组织治理体系,有助于乡村产业高质量发展目标的实现。本研究完善的农业企业家社会资本理论体系和提出的乡村产业高质量发展要素体系,可为新形势下深入推进乡村振兴战略提供相关启示。

Agricultural entrepreneurs are the promoters and implementers of rural industries,and the social capital of agricultural entrepreneurs is an important guarantee for the high-quality development of rural industries.However,in the process of promoting the revitalization of rural industries,agricultural entrepreneurs turned by industrial and commercial entrepreneurs and urban elites ignore the stimulation and revitalization of rural industrial relations and the control and integration of rural industrial resources,which makes the homogenization and cultural tourism problems of rural industries more prominent,and the tension between industrial reality and high quality requirements continues to increase.The existing studies have not explained the current situation of rural industry.In order to make up for the shortcomings of existing studies,this research makes theoretical analysis and case test on the function,industrial logic and reconstruction framework of social capital of agricultural entrepreneurs from the perspective of property rights relationship theory and industrial development theory.It is found that“human-landtechnology-capital-relationship”is the key factor of rural industry development.The transformation of social capital from industrial and commercial entrepreneurs to agricultural entrepreneurs is the key,and the social capital of agricultural entrepreneurs should be reconstructed from the perspective of relational property contract arrangement.The introduction of“relational property rights”to coordinate and regularize the elements of“five-dimensional linkage”and build a modern and legalized rural industrial organization and governance system is conducive to the realization of high-quality development goals of rural industries.The theoretical system of social capital of agricultural entrepreneurs and the factor system of high-quality development of rural industries proposed in this study can provide relevant inspiration for further promoting the rural revitalization strategy under the new situation.
