以宜居、韧性、智慧城市为导向推进“三大工程”的思考和探索

Promote the Thinking and Exploration of the"Three Major Projects"Guided by Livable,Resilient and Smart Cities

深圳经济特区作为我国改革开放的重要窗口,各项事业取得显著成绩,已成为一座充满魅力、动力、活力、创新力的国际化创新型城市。本文以建设宜居、韧性、智慧城市,科学实施国土空间治理,深化“多规合一”改革为导向,结合深圳特区成立40多年来在打造宜居、韧性、智慧城市方面积累的丰富经验,提出积极稳步推进超大、特大城市“城中村”改造,“平急两用”公共基础设施建设和保障性住房建设“三大工程”走深、走实的工作部署及计划。

As an important window of China's reform and opening up,Shenzhen Special Economic Zone has made remarkable achievements in various undertakings,and has become an international and innovative city full of charm,power,vitality and innovation.This paper takes the construction of livable,resilient and smart cities,as well as the scientific implementation of territorial space governance,and the deepening of the reform of"multi-planning integration"as its guiding principles,It combines the rich experience accumulated in building livable,resilient and smart cities in the past 40 years since the establishment of the Shenzhen Special Economic Zone.The paper proposes to deepen and strengthen the"three major projects"in respect of the urban village renovation in super cities and megacities,as well as the work deployment and plan for the construction of public infrastructure available in both normal and emergency situations,and affordable housing.
