数字经济视域下政府治理创新的取向与逻辑

Orientation and Logic of Governance Innovation in the Context of Digital Economy

基于数字经济的发展特征和挑战,探讨数字经济形态下的政府角色与边界,提出政府治理创新的取向、逻辑和路径。从特点来看,数字经济具有数字化的经济形态、平台化的市场模式、要素化的海量数据、泛在化的技术载体和多元化的协作协同等特征,在安全治理、平台治理、数据治理、技术治理和协同治理等方面带来挑战。因此,政府需准确把握数字经济发展规律,找准政府定位,转变政府角色,形成市场作用和政府作用的有机统一。在数字经济视域下的政府治理创新,可分为“治理1.0”“治理2.0”和“治理3.0”三个阶段,价值取向需综合考虑经济、社会和政治三个维度,具体可从数字政府建设、数据要素治理、平台经济治理、多元协同治理等路径,实现政府治理创新,并推动数字经济做强做优做大。

This paper explores the government's role and boundary in the context of digital economy based on the development characteristics and challenges of the digital economy,and proposes the orientation,logic,and path of governance innovation.The digital economy is characterized by digitalized economic form,platformized market model,big data with massive date elements,ubiquitous technical carriers,and diversified collaboration,bringing challenges to security governance,platform governance,data governance,technology governance,and collaborative governance.Therefore,the government needs to fully understand the laws of development of the digital economy,be put in a proper position,transform its role in governance,and realize the synergy effect between the market and the government.In the context of the digital economy,the governance innovation can be divided into three stages:"Governance 1.0","Governance 2.0",and"Governance 3.0".The value orientation of governance innovation needs to take economic,social,and political factors into consideration,and achieve its goal through paths such as digital government construction,data element governance,platform economy governance,and collaborative governance,so as to achieve governance innovation and promote the digital economy to become stronger,better and bigger.
