浙江省数字经济与绿色发展耦合协调关系测度及政策启示

Measurement and Policy Implications of the Coupling Coordination Relationship Between Digital Economy and Green Development in Zhejiang Province

绿色发展与数字经济的有机融合是实现区域高质量发展的重要途径。本文以浙江省11个地级市为典型案例区,构建了包含7个子系统、37个指标的绿色发展与数字经济评价指标体系,采用改进的耦合协调度模型对2014—2020年数字经济和绿色发展系统的耦合协调关系进行关系测度,以期为区域可持续发展决策提供参考。结果发现:(1)绿色发展系统与数字经济系统综合发展水平总体都呈现上升趋势,除了杭州外,其他城市均表现数字经济发展水平滞后于绿色发展水平。(2)杭州是浙江省的绿色发展和数字经济“领头羊”,并在2019年率先进入高级协调阶段,其余10个城市仍处于初级协调阶段。未来,需注重城市间的差异性发展和重点扶持数字基础设施的投入建设。

The organic integration of green development and digital economy is an important way to achieve high-quality regional development.Taking 11 prefecture-level cities in Zhejiang Province as typical cases,this article establishes an evaluation indicator system of green development and digital economy covering seven sub-systems and 37 indicators.The improved coupling coordination degree model is used to quantitatively analyze the coupling coordination relationship between the green development and digital economy from 2014 to 2020,in order to provide reference for regional sustainable development decision-making.The results demonstrate that:(1)the comprehensive development level of green development system and digital economy system shows an upward trend.With the exception of Hangzhou,other cities are observed that their progress in digital economy is yet to catch up with their strides in green development.(2)Hangzhou is the leader of green development and digital economy in Zhejiang Province,and took the lead in entering the superior balanced stage in 2019,while the remaining ten cities are still in the barely balanced stage.In the future,it is necessary to pay attention to differences among the development cities and focus on supporting the investment and advancement of digital infrastructure.
