“以加快形成并发展新质生产力为抓手,实现传统生产力向新质生产力的过渡转化,成为国有企业抢占发展制高点、培育竞争新优势、蓄积发展新动能的‘先手棋’与‘攻坚战’”,李锦在2023(第九届)国企管理年会上作主题报告时表示。2023年中央经济工作会议确定了2024年的政策思路、战略战术、工作重点,也从“新时代做好经济工作的规律性认识”入手。
