我国农村可再生能源开发利用的三方演化博弈研究

摘要 构建农村可再生能源开发利用过程中农户、政府能源主管部门和基层组织机构的三方演化博弈模型,运用Matlab工具对三方主体的策略行为演化过程进行数值仿真,分析关键参数的变动对系统演化结果的影响。结果表明,农户决策的主要影响因素是设备成本;政府能源主管部门的决策主要取决于投入的人力、物力、财力等成本以及罚款金额;基层组织机构的策略影响因素主要是获得的补助和监督的成本。提出从政府能源主管部门增加经济投入、科学开发利用能源等方面推进农村可再生能源的开发利用,以期助力乡村振兴。 A tripartite evolutionary game model of farmers government energy authorities and grass-roots organizations in the process of rural renewable energy development and utilization was constructed.Matlab was used to conduct numerical simulation of the evolution process of strategic behavior of the tripartite entities and the impact of changes in key parameters on the system evo-lution results was analyzed.The results show that the main influencing factor of farmers'decision-making is equipment cost The decision of the energy bureau mainly depends on the fine to the farmers and the human material and financial costs of the energy Bureau.The strategic influence factors at the grass-roots level are mainly the subsidies received and the cost of supervision.It is proposed that the development and utilization of rural renewable energy should be promoted from the aspects of increasing economic input and scientific development and utilization of energy so as to help rural revitalization.
