金融支持高标准农田建设的吉林实践与思考

Practice and Consideration of Financial Support for High-standard Farmland Construction in Jilin Province

2023年11月17日,李强总理作出重要批示:“大力推进农田水利和高标准农田建设,为保障国家粮食安全奠定坚实基础。”高标准农田建设是改善农业基础条件、提高耕地综合生产能力的重要手段。为更好引入金融活水“灌溉”高标准农田,本文结合吉林省实践,指出在金融市场介入、融资供需对接、金融产品创新、风险分担及配套体系建设方面亟需解决的问题,并提出相关参考建议。

The construction of high-standard farmland is a key measure to consolidate and improve the grain production capacity and guarantee the national food security.The just-held central rural work conference stressed the need to guard the vital role of farmland and increase investment in the construction of high-standard farmland.High-standard farmland construction mainly includes land leveling,irrigation and drainage,field road engineering,farmland protection and ecological environment protection.As an important commodity grain base in China,Jilin province has accelerated the construction of high-standard farmland,insisting on the integration of quantity,quality and ecology.In order to further explore the financing difficulties of financial support for high-standard farmland construction,the Jilin branch of the People's Bank of China has conducted a research on financial support for high-standard farmland construction.
