基于跨地域最优的水资源配置双层多目标模型研究

摘要 面对多水源地多需水地远距离水资源配置问题,合理分配水资源将为缺水危机争取一定的缓冲时间并使水资源达到更高的利用率。论文针对此类水资源配置问题,建立了以供水层和需水层为上、下层的跨地域最优水资源双层规划模型,上层以需水地的水资源配置政策作为上层目标,下层目标函数采用遗传算法求解,实现上层决定方向,下层决定起点的双层控制模式。随后根据5种目标效益,得到不同情形下生态环境型、经济型以及综合型3种供水方案,最后通过算例验证了模型的可行性、合理性,为解决跨地域水资源配置问题提供一种新思路。 In view of the problem of long-distance water resources allocation in areas with multiple water sources and multiple demands,rational allocation of water resources will gain a certain buffer time for the water shortage crisis and achieve a higher utilization rate of water resources.Aiming the problems of water resources allocation,this paper establishes a two-layer planning model for cross-regional optimal water resources with the principle of water resources allocation(water supply layer)and the water demand layer as the upper and lower layers.The upper-level objective is based on the water resources allocation policy of water demand land and the lower-level objective function is solved by genetic algorithm,so both of then can realizing a two-layer control mode in which the upper layer determines the direction,and the lower layer determines the starting point.Then,according to the five target benefits,three water supply schemes of ecological environment,economical and comprehensive type under different circumstances were obtained.Finally,the feasibility and rationality of the model were verified by an example,which provided a new idea for solving the problem of cross-regional water resources allocation.
