以治水成效夯实 “千万工程 ”根基

Consolidating the“Thousand Village Demonstrations and Ten Thousand Village Renovations”project with effective water governance

“千万工程”是浙江乡村振兴的首次实践,也是我国乡村振兴的范例。2003年起,浙江围绕乡村人居环境改善和经济社会发展主题,在“千万工程”实施中推出了“三千一万”的水利行动,对乡村防洪保安、产业发展、生态宜居提升发挥了独特作用。文章总结了治水在“千万工程”中的实践探索,分析了当前高质量发展、共同富裕进程中对治水的新要求,并就如何以全域幸福河湖建设进一步推动乡村高质量发展提出了相关建议。

The“Thousand Village Demonstrations and Ten Thousand Village Renovations”project is the first practice of rural revitalization in Zhejiang and also a model of rural revitalization in China.Since 2003,Zhejiang has launched the“3 thousand&10 thousand”water conservancy actionin the implementation of the“Thousand Village Demonstrations and Ten Thousand Village Renovations”project,focusing on the theme of improving rural living environment and economic and social development,playing a unique role in rural flood control and security,industrial development,and ecological livability improvement.This article summarizes the practical exploration of water governance in the“Thousand Village Demonstrations and Ten Thousand Village Renovations”project,analyzes the new requirements for water governance in the current process of high-quality development and common prosperity,and puts forward relevant suggestions on how to further promote high-quality rural development through the construction of happy rivers and lakes throughout the region.
