农业水价综合改革是水利高质量发展阶段深化水利重点领域和关键环节改革、破解制约水利发展的体制机制障碍、夯实保障国家粮食安全水利基础的综合性改革举措,对建立健全农业水价机制、促进农业节水、推动灌区良性运行和高质量发展、保障国家粮食安全和水安全具有重要意义。文章梳理总结了我国农业水价综合改革的历程、进展和成效,针对深化改革组织领导、机制设计、重点推进等方面的难点堵点,深入分析思考并提出了对策建议。

The comprehensive reform of agricultural water pricing is a systematic reform measure that deepens the reform of key areas and key links in the high-quality development stage of water conservancy,breaks down the institutional obstacles that restrict water conservancy development,and solidifies the water conservancy foundation to ensure national food security.It is of great significance for establishing and improving agricultural water pricing mechanisms,promoting agricultural water-saving,enhancing the healthy operation and high-quality development of irrigation districts,and ensuring national food and water security.This article summarizes the process,progress,and effectiveness of the comprehensive reform of agricultural water pricing in China.In response to the difficulties and obstacles in deepening the reform in terms of organizational leadership,mechanism design,and key promotion,it further conducts an in-depth analysis and proposes relevant measures and suggestions.
