政府履行全民健身志愿服务有效供给责任的理性定位、现实困境与逻辑进路

The Rational Orientation,Realistic Dilemma and Logical Approach of the Government to Fulfill the Responsibility of Effective Supply of National Fitness Voluntary Service

探讨政府履行全民健身志愿服务有效供给的责任问题,是关乎构建更高水平全民健身公共服务体系的重要内容。运用文献资料、逻辑分析等方法对政府履行全民健身志愿服务有效供给责任的依据、定位、困境与进路进行阐释。提出政府履行全民健身志愿服务有效供给责任是理论与实践的一致性要求,按照“分级-分类”的分析框架可将其划分为顶层设计、组织实施、核心驱动、需求识别、培育引导和行为约束等6个方面。认为我国政府在全民健身志愿服务有效供给中的责任履行存在目标定位有待拓展、职责边界尚未厘清、运行机制仍需优化、监督体系亟待建立等问题,迫切需要从强化责任履行的目标导向、划定责任履行的政府边界、优化责任履行的运行机制、构建责任履行的监管体系等方面加强责任建设。

To discuss the responsibility of the government to fulfill the effective supply of national fitness volunteer service is an important part of building a higher level of national fitness public service system.In this paper,the following methods are used,such as documentation and logical analysis.The effective supply responsibility of the government to fulfill the national fitness volunteer service is expounded.The elaboration of responsibility is divided into basis,positioning,dilemma and approach,etc.It is proposed that the effective supply responsibility of national fitness volunteer service is the consistent requirement of theory and practice.According to the analysis framework of“grading and classification”,it can be divided into six aspects:top-level design,organization and implementation,core driving,demand identification,cultivation and guidance and behavior constraints.Holding that there are some problems in the responsibility of the Chinese government in the effective supply of national fitness volunteer service,such as target positioning to be expanded,responsibility boundary to be clarified,operational mechanism to be optimized,and supervision system to be established urgently,It is urgent to strengthen the responsibility from the aspects,such as the improvement of the goal orientation of responsibility performance,the verification of the government boundary of responsibility performance,the optimization of the operating mechanism of responsibility performance,and the construction of the supervision system of responsibility performance.
