Value and Path of Establishing Virtue and Cultivating People in Open Universities Based on the Lifelong Education System

《国家开放大学综合改革方案》要求开放大学要进一步发挥系统和制度优势,补齐全民终身教育体系建设短板,建立全国统一的终身教育管理服务制度,成为服务全民终身学习的重要力量。研究聚焦开放大学在终身教育体系中的职能定位,以落实立德树人根本任务为着眼点,分析其存在的思想政治教育一体化建设、多元化设计和思政嵌入意识等问题。指出开放大学应发挥系统优势,构建立德树人育人架构,立足终身教育,构建立德树人教育模式,坚持学思践悟,构建立德树人实践体系等,切实将立德树人根本任务落深落细落实,弥补终身教育体系中存在的思想政治教育短板和缺陷,推动全面实现“三全育人”要求。

The Comprehensive Reform Plan for National Open Universities calls for open universities to further utilize its system and institutional advantages,to make up for the shortcomings in the construction of a lifelong education system for all,to establish a nationally unified lifelong education management and service system,and to become an important force in serving lifelong learning for all.The paper focuses on the functional positioning of open universities in the lifelong education system,and analyzes the problems of integrated construction of ideological and political education,diversified design,and embedding ideological and political elements with a focus on implementing the fundamental task of cultivating morality and educating people.It points out that open universities should give full play to its systematic advantages and build a structure for moral education,build moral education model based on lifelong education,and build a practice system of moral education with adherence to the practice of learning,thinking,and understanding,etc..The fundamental task of establishing morality and cultivating people should be implemented in depth and in detail to make up for the shortcomings and defects of ideological and political education in the lifelong education system,and to promote the full realization of the requirements of“three-pronged cultivation of people”.
