数字经济政策对产学研协同创新的影响研究

The Impact of Digital Economy Policy on Industry-university-research Synergy Innovation

借助2013—2019年我国272个地级市面板数据,利用双重差分法实证检验了数字经济政策对产学研协同创新的影响,并探究了在这一影响过程中区域数字化的中介作用以及区域吸收能力的调节作用。研究发现,数字经济政策的出台有助于显著提升城市产学研协同创新水平,其中,区域数字化水平对二者之间的关系起到了显著的中介作用,而区域吸收能力的高低则起到了显著的调节作用。研究还发现,地方政府的数字经济政策存在显著的同群效应。无论是采用安慰剂检验还是进行替换自变量回归,上述结果依然稳健。

Based on the panel data of 272 prefecture-level cities in China from 2013 to 2019,this paper explores the impact of the digital economy policy on industry-university-research(IUR)synergy innovation through the difference-in-differences method and tests the mediating effect of regional digitization and the moderating effect of regional absorptive ca-pacity.It is found that the introduction of the digital economy policy has a positive and significant effect on IUR synergy in-novation.The digital economy policy improves IUR synergy innovation by the channel of regional digitization,and regional absorptive capacity enhances the relationship between the digital economy policy and IUR synergy innovation.Besides,there is a peer effect of the digital economy policy of the local government.No matter whether using a placebo test or replacing in-dependent variables for regression,the above results are still robust.
