个人碳账户持续使用意愿的影响因素研究——基于我国五个城市调查结果的分析

Research on the influencing factors of individuals'willingness to continuously use carbon accounts:Based on a survey in five cities in China

个人碳账户作为城市个人消费端碳减排的重要政策工具,是实现“双碳”目标的重要数字化手段。我国的个人碳账户建设尚处于起步阶段,城市居民对其的认知和态度还不明确,碳账户是否会被持续使用面临较大的不确定性。选取北京、上海、广州、深圳、武汉等5个城市进行问卷调查,获得了1132份有效问卷的数据,对个人碳账户持续使用意愿的影响因素及其发展特征进行研究。在此基础上,提出丰富个人碳账户普惠政策激励、提升公众碳账户使用的内生动力、加强个人碳账户信息安全建设等政策建议。

As an important policy tool for carbon emission reduction in urban personal consumption,personal carbon account is an important digital means to achieve carbon neutrality.However,the personal carbon account in China is still in its infancy,and residents’cognition and attitude are still not clear.This study conducted a questionnaire survey in Beijing,Shanghai,Guangzhou,Shenzhen and Wuhan to study the influencing factors and development characteristics of the the residents’willingness to continue using personal carbon accounts.Finally,policy recommendations are proposed,including to enrich the incentives for inclusive policies of personal carbon accounts,to enhance the internal motivation of the public for the use of carbon accounts,and to strengthen the construction of personal carbon account information security.
