流域突发水污染事件研究及应急体系建设

Study on Sudden Water Pollution Incidents in River Basin and Construction of Emergency Response Systems

随着国民经济的快速发展,中国突发水污染事件频繁发生,同时对饮用水安全构成严重威胁。文章通过分析突发水污染事件的特点、类型以及流域管理机构在应急处置过程中的职责、流域管理中存在的问题,论述了应急体系建设的必要性和原则,对构建流域机构应急防控体系建设、应急预案体系建设、应急保障体系建设、应急管理系统建设、应急体系的完善等方面进行了分析探讨。

With the rapid development of the national economy,sudden water pollution incidents occur frequently in China,posing a serious threat to the drinking water safety.This paper analyzes the characteristics and types of sudden water pollution incidents,as well as the responsibilities of river basin management institutions in emergency response processes and the problems in the river basin management.It discussed the necessity and principles of emergency system construction.Meanwhile,the construction of emergency prevention and control system,emergency plan system,emergency guarantee system,emergency management system,and improvement of emergency system for river basin institutions were also analyzed and discussed.
