特大城市旧城更新模式探析--基于广州与国内外城市的实践

Analysis on the Urban Renewal Model in Old Districts of Megacities:Based on the Practice in Guangzhou and Other Cities at Home and Abroad

改革开放以来,中国经历了快速的城镇化进程。目前,我国的城镇化进程已进入中后期阶段。在国家全面推进城镇老旧小区改造的浪潮之下,城市更新已上升为国家战略。2021年以来,各省市积极开展城市更新工作,全国有超过30个省市出台了城市更新相关政策。广州是国内最早开展城市更新的城市之一,从改革开放至今,广州市旧城更新经历了多轮政策与机制变更,但因旧改成本上升、众多利益主体协商困难、前期财政投资压力大、市场主体融资困难等原因,老城区内的更新工作面临瓶颈。因此,本研究借鉴英国伦敦、德国柏林、日本东京和中国香港等城市在旧城更新中的实践与做法,从土地、规划、实施路径、公众参与等四个层面提出工作建议。

Since the reform and opening up,China has experienced the most rapid urbanization in the world.Nowadays,China has entered the middle and late stages of urbanization.In the context of comprehensively promoting the transformation of old communities in towns and cities,the urban renewal has become a national strategy.Since 2021,the cities throughout the country have been actively carrying out urban renewal work.By now,there are more than 30 provinces and cities that have promulgated related policies of urban renewal.Guangzhou is one of the first cities in China to carry out urban renewal projects.Since the reform and opening up,Guangzhou’s urban renewal has experienced many changes in policies and mechanisms.However,due to the rising cost of urban renewal,difficulties in negotiation between various stakeholders,and pressure on early financial investment,the renewal work in the old town of Guangzhou is facing difficulties.Therefore,referring to the practices in cities such as London,Berlin,Tokyo and Hong Kong,etc.,suggestions are put forward from four aspects of land,planning,implementation path,and public participation.
