存量时代西藏地区城市设计策略研究--以比如县为例

Research on Urban Design Strategy of Xizang Region in the Stock Era:A Case of Biru County

在国土空间规划体系改革和存量时代的背景下,城市设计更加注重协调性、整体性和实施性。位于西藏自治区那曲市的比如县是典型的高原河谷型城市,但自2019年以来,城市迅速扩张,城市形态基本形成的同时,也造成了城镇建设用地紧张、城镇风貌失调、用地结构失衡等问题。以比如县为例,梳理西藏地区城市基本特征,以问题为导向针对性提出城市设计策略。在宏观层面上,明确三条控制线的刚性约束;在微观层面上,聚焦内部秩序提升,以期为西藏地区存量型城市设计提供参考。

In the context of the reform of the national territory spatial planning system and the stock era,urban design pays more attention to coordination,integrality and implementation.Biru County,located in Naqu City in Xizang Autonomous Region,is a typical plateau valley city.However,since 2019,with the rapid expansion of the city,the urban form has basically formed,and has also caused many problems,such as the tension of urban construction land,the imbalance of urban landscape,and the imbalance of land use structure.Taking Biru County as an example,this paper sorts out the basic characteristics of cities in Xizang and puts forward urban design strategies based on the problem orientation.At the macro level,this paper defines the rigid constraints of the three control lines.At the micro level,this paper focuses on the improvement of internal order,in order to provide a reference for the stock urban design in Xizang.
