创新型城市试点政策、创业活跃度与共同富裕

Policies for Pilot Innovative Cities,Entrepreneurial Activeness,and Common Prosperity

共同富裕既是社会主义的本质要求,也是中国式现代化的重要特征。将创新型城市试点政策作为一项准自然实验,选取2006—2021年中国地级及以上城市面板数据,采用渐进式双重差分法作为根本研究方法,实证探讨创新型城市试点政策与共同富裕的内在关联与作用机制。结果表明,创新型城市试点政策对共同富裕具有正向影响,且该结论在经过一系列稳健性检验后依然成立。伴随数字经济发展水平、金融服务效率以及公共服务水平提升,创新型城市试点政策对共同富裕的赋能效应增强。创新型城市试点政策以创业活跃度为影响渠道,对共同富裕产生助力作用。创新型城市试点政策不仅能对本地区共同富裕产生正向影响,而且可对邻近地区共同富裕产生正向空间溢出作用,且该外溢效应在东部与中部地区更显著。据此,提出加快建设科技创新中心、提升公共服务质效、调整居民收入分配格局的政策建议。

Common prosperity is the essential requirement of socialism as well as an important feature of Chinese path to modernization.Taking the policy of pilot innovative city as a quasi-natural experiment,and choosing the panel data of prefecture-level and the above cities in China from 2006 to 2021,the article empirically tests the internal connection and the mechanism of the policy of pilot innovative city on common prosperity by using the progressive double difference method.The results indicate that the policy of pilot innovative city has a positive impact on common prosperity,and this conclusion still holds after a series of robustness tests.With the improvement of the development of digital economy,the efficiency of financial services,and public service,the empowering effect of the policy of pilot innovative city on common prosperity has been enhanced.The policy of pilot innovative city uses entrepreneurial activeness as the influencing channel,which has a supportive effect on common prosperity.The policy of pilot innovative city not only positively influences the common prosperity of local regions,but also has a positive spatial spillover effect on the common prosperity of neighboring areas,and this spillover effect is more significant in the eastern and central regions.Based on this,policy recommendations are proposed to accelerate the construction of science and technology innovation centers,improve the quality and efficiency of public services,and adjust the income distribution pattern of residents.
