党建统合下的条块分割治理路径——基于Z省和S省驻京机构的对比分析

The Governance of the“Stripe-Block Division”Under Party Integration:Case Study of Beijing Liaison Offices of Z and S Provinces

条块分割一直是我国行政体制改革面临的重要难题。近年来,驻京机构的工作内容开始向招商引才、协助首都治理、服务流动人口等多元化职能转型,但逐渐强化的驻京业务工作条线与作为行政派出机构的属地管理间存在着明显的不协调、不统一、块强条弱等问题。通过对Z省和S省驻京机构的比较案例分析发现,党组织可以发挥统合性作用,将自身的组织优势转化为对碎片化行政机构的整合、约束与协调。具体而言,党组织可以通过统一领导整合分散的行政架构,基于灵活的组织设置为科层体系提供补充;依靠党的纪律落实工作责任,为强化业务条线的约束监督提供抓手;动员党员骨干打破部门壁垒,开展服务于任务目标的跨部门资源调配,从而实现“条条”与“块块”之间的统筹与协作。

The challenge of“Stripe-Block Division”has long been a significant hurdle in China's administrative reform efforts.In recent years,the roles of these institutions have diversified,expanding to include tasks such as attracting investment,aiding in capital governance,and assisting migrant populations.However,noticeable discrepancies and a lack of coordination persist between the increasingly robust operations of Beijing-based entities and the territorial management functions of administrative agencies.Through comparative case analyses of liaison offices from Provinces Z and S in Beijing,this essay reveals that party organizations can play an integrative role by leveraging their organizational strengths to consolidate,regulate,and coordinate fragmented administrative entities.Specifically,party organizations can consolidate leadership to unify dispersed administrative structures,supplementing the hierarchical system with adaptable organizational frameworks.They can also enforce work responsibilities through party discipline,thereby facilitating heightened oversight of business operations.Moreover,mobilizing party members and cadres can help dismantle departmental barriers and facilitate cross-departmental resource allocation aligned with mission objectives,thereby promoting coordination and collaboration between various“lines”and“blocks”.
