推进农村“煤改气”政策实施的对策与建议以唐山市某县为例

Countermeasures and Suggestions for Promoting the Implementation of the"Coal-to-Gas"Policy in Rural Areas——Take a County of Tangshan City as An Example

为有效解决北方地区冬季燃煤取暖造成的空气污染问题,我国政府已在多个城市实施“煤改气”政策,大力推进清洁取暖。研究发现“煤改气”政策在部分地区执行能力和相关配套措施等方面仍存在不足,影响了政策实际效果。本文以“三圈理论”为框架,以唐山市某县为例,分析了农村“煤改气”政策在执行中存在的问题并对此提出对策建议。

In order to effectively solve the problem of air pollution caused by coal-fired heating in winter in northern China,the"coal-to-gas"policy has been implemented in many cities in northern China for clean heating,but the study finds that the"coal-to-gas"policy still has deficiencies in terms of implementation capacity and related supporting measures,which affects the implementation effect of the policy.Based on the framework of the three-circle theory and taking L County of Tangshan City as an example,this paper analyzes the problems existing in the implementation of the rural"coal-to-gas"policy and puts forward countermeasures and suggestions.
