集体经营性建设用地入市的效果评估:渐进性DID方法分析

摘要 使用2013-2021年县级面板数据,通过渐进性DID方法,对集体经营性建设用地入市实施的政策效果进行评估。得到以下结论:集体经营性建设用地入市对农村居民有收入效应,且效应显著性存在区域差异。同时该政策对于建设用地市场存在影响,但该影响存在滞后性。该政策对消费与经济增长无显著影响。集体经营性建设用地入市与政府收入正相关,但与政府支出为负相关关系。通过对以上结果的分析得到对于继续深化集体经营性建设用地改革的建议。 This paper evaluates the policy effects of Collective Operational Construction Land(COCL)through the time-varying DID method using county-level panel data from 2013-2021.The ensuing deductions are multi-faceted:Firstly,the market entry of COCL induces a significant income effect on rural residents,albeit with regional variances in its significance.Second-ly,the policy influences the construction land market,albeit with a time delay effect.Thirdly,the policy has no significant effect on consumption and economic growth.Finally,the incorporation of collectively managed construction land into the mar-ket exhibits a positive correlation with government revenue,yet a negative correlation with govermment expenditure.Through the analysis of the above results,we get the suggestions to continually deepen the reform of collective management land.
