目的完善“回归社区式”智慧医养结合模式规范化管理流程与制度,提高医养结合机构服务管理效能,为政府评价医养结合机构运行效率提供基本依据。方法应用专题会议和专家访谈、专题小组讨论以及“德尔菲法”专家咨询等方式,确定社区智慧医养结合的质量内涵和管理要素。考察遴选了4个示范应用基地,邀请管理专家集中剖析影响医养结合机构模式运行的外围和核心因素,并以此为基础制定“回归社区式”智慧医养结合模式规范化管理流程与制度。结果建立了“回归社区式”智慧医养结合模式规范化管理流程与制度,规范了医养结合机构服务行为,提升了机构服务能力和管理效能,并为政府评价提供了基本依据。结论“回归社区式”智慧医养结合模式规范化管理流程与制度是“回归社区式”智慧医养结合养老模式中重要的组成部分,实践证明,可有效规范医养结合机构管理和运行。

Objective To formulate the standardized management process and system of"Returning to Community"intelli-gent medical service and elderly care integration mode and improve the service management efficiency of the integrated medi-cal and nursing care institutions,providing a basic reference for the government to evaluate the operation efficiency of the in-tegrated medical and nursing care institutions.Methods The quality connotation and management elements of community-based intelligent medical service and nursing care integration were established based on expert interviews,"Delphi method"expert consultations,special group discussions and thematic meetings.Four demonstration application bases were selected for inspection.Management experts were invited to collectively analyze and evaluate the actual operational effects and service quality of"Returning to Community"intelligent medical service and elderly care integration mode,empirically dissecting the core and peripheral factors affecting service quality,and on this basis,developing the standardized management process and system of"Returning to Community"intelligent medical service and elderly care integration mode.Results The standard-ized management process and system of"Returning to Community"intelligent medical service and elderly care integration mode was formulated.It standardized the service behaviors of integrated medical and elderly care institutions,enhanced the service capabilities and management efficiency of these institutions,and provided basic criteria for government evaluation.Conclusion The standardized management process and system is an important component of"Returning to Community"in-telligent medical service and elderly care integration mode.Practice has proven that it can effectively standardize the manage-ment and operation of the integrated medical and nursing care institutions.
