“回归社区式”智慧医养结合模式推广应用实践

The promotion and application of"Returning to Community"Intelligent Medical Service and Elderly Care Integration Mode

目的基于“回归社区式”智慧医养结合模式,初步制定模式推广应用方案及示范基地建设,从而全面推广“回归社区式”智慧医养结合模式。方法采用问卷调查、德尔菲法、静态分析和动态预测相结合等多种方法,系统评估分析“回归社区式”智慧医养结合模式应用推广所需考虑的“示范应用基地的选择标准、示范应用基地的机构组成、示范应用基地医养结合需求、运营设计服务能力和服务满意度指标、人文关怀和社会效益指标”五个方面。初步制定“回归社区式”推广应用方案,包括示范应用基地建设标准、示范应用基地医养结合管理与服务规范两个方面。结果在国家科技部重大研发计划的支持下,本课题统筹现有资源,在山东省济南市及青岛市设立了两家医养结合示范基地,摸索医养结合机构发展新模式。结论“回归社区式”智慧医养结合模式,契合了老年人期望在社区、在家庭的“亲情”养老需求;提供的医疗保障,迎合了老年人多病需要医疗服务的愿望;智慧化医养平台的设立,使得老年人及其子女线上下单获取有针对性的养老服务变得更加快捷、方便。同时,还可以大大提高养老服务中心的工作效率,进一步降低运营成本、提高工作质量。

Objective To develop preliminary plans for the mode's widespread application and construction of demonstration base based on"Returning to Community"intelligent medical service and elderly care integration mode,thereby promoting its'comprehensive application.Methods Questionnaire surveys,the Delphi method,static analysis,and dynamic forecas-ting were adopted to evaluate and analyze five key aspects for the application and promotion of"Returning to Community"intelligent medical service and elderly care integration mode:selection criteria for demonstration bases,institutional compo-sition of demonstration bases,needs for medical service and elderly care integration at demonstration bases,operational de-sign service capabilities and service satisfaction indicators,and indicators of humanistic care and social benefits.Preliminary promotion and application plans for the"Returning to Community"mode include construction standards for demonstration bases,and management and service standards for medical service and elderly care integration at demonstration bases.Results With the support of major research and development plans of Ministry of Science and Technology of the People's Republic of China,this project coordinated existing resources to establish two medical service and elderly care integration demonstra-tion bases in Jinan and Qingdao of Shandong Province to explore new development modes for integrated medical and nursing care institutions.Conclusion"Returning to Community"intelligent medical service and elderly care integration mode meets the elderly needs for"affectionate"elderly care within their communities and families.The provided medical security satis-fies the elderly hope for medical services due to constant illnesses.The establishment of its intelligent medical service and elderly care platform enables the elderly and their children to order targeted services online more quickly and conveniently.Additionally,it can also significantly improve the work efficiency of elderly care service centers,further reducing operational costs and improving work quality.
