Rights and interests and systems reinforce each other and share prosperity.In the cultural sector,deepening reform comprehensively in the new-era has used system as its approach and been targeted to protect the cultural rights and interests of the people,fully reflecting a high consistency between rights and interests and systems,culture and politics,and the Communist Party of China and the Chinese people.The nature of relationship,standardization,compulsoriness and value embedded in the connection between the system and the practice with regard to the protection of people’s cultural rights and interests should be clarified from the perspective of institutionalization to serve as the best illustration of the protection of cultural rights and interests.Through practice,a Four-Sphere Integrated system establishes a complete system for safeguarding the rights and interests of the people and consolidates the original aspiration and mission of the Communist Party of China.The institutionalization of the protection of cultural rights and interests of the people is a specific action in driving the modernization of social governance system and capacity in the sector of cultural system,a theoretical guidance for the practice,and an important guarantee for advancing the great prosperity and development of socialist culture with Chinese characteristics and meeting the demand of the people for better lives.
