基于3S技术的土地资源智能监管系统设计与实现

摘要 随着国土信息技术的发展,各级政府部门高度重视土地资源的整合及数据的集聚。基于当前土地资源监管的需求,设计实现了基于“一张图”的土地资源综合动态智能监管系统。这套全方位立体监管服务体系集地政、矿政、地质灾害、决策支持、预警预报、数据共享交换与发布、事务监管于一体,包括土地资源监管生命周期的“批、供、用、补、查”等流程,形成了“天上看、地上查、网上管”的全方位体系。 With the development of land information technology,government departments at all levels attach great importance to the integration of land resources and the aggregation of data.Based on the current needs of land resource supervision,this paper designs and implements a comprehensive dynamic intelligent supervision system of land resources based on"one map".The all-round three-dimensional supervision service system integrates land administration,mining administration,geological disasters,decision support,early warning and forecasting,data sharing,exchange and release,and transaction supervision,including the processes of the"approval,supply,use,supplement and check"of the life cycle of land resource supervision,forming an all-round system of"seeing from the sky,checking on the ground and supervising on the Internet".
