中国共产党的组织制度建设是党的组织体系的重要组成部分,亦是制度治党的应有之义。组织制度建设蕴含着认知性、规范性、规制性三大特性,三者共同作用形成制度框架来约束行为、规范秩序。党对组织形态的科学把握、对组织追求的主动赓续和对组织力量的理性确认,彰显了党的组织制度建设高度的认知性;坚持民主集中制的根本原则、坚持党的领导的首要原则和坚持独立自主的重要原则贯穿党组织制度建设的全过程,体现了党的组织制度建设鲜明的规范性;党的组织设置、组织生活、组织运行、组织管理、组织监督制度诠释了党的组织制度建设严密的规制性。

The organizational system of the CPC is an important part of the Party's organizational system,and it is also an essential part of the system to govern the Party.Organizational system construction contains three major elements:cognitive,normative and regulatory,which work together to form an institutional framework to restrain behavior and regulate order.The Party's scientific grasp of the organizational form,its continued pursuit of organizational initiative and rational confirmation of organizational power highlight the high cognitive nature of the Party's organizational system construction;adherence to the fundamental principle of democratic centralism,adherence to the primary principle of Party leadership and adherence to the important principle of independence run through the entire process of the Party's organizational system construction,reflecting the distinct normative nature of the Party's organizational system construction;the Party's organizational settings,organizational life,organizational operation,organizational management and organizational supervision system explain the strict regulatory nature of the Party's organizational system construction.
