四川水电主导型电力现货市场关键技术及模式探讨

Discussion on Key Technologies and Modes of Sichuan Hydropower Spot Market

与其他省级电力现货市场的占比不同,四川电网以水电为主的能源结构呈现独特的特点。结合了四川水电大省的能源特点,在分析四川电力系统运行状况、基本电力市场模式和国外电力市场建设经验的基础上,建立了四川电力市场模式选择的评价指标,论证了四川发展“集中现货交易市场+中长期差价合约”的可行性,探讨了电力市场建设中的关键技术问题,为后续建设具有“梯级水电为主”特点的电力现货市场提供了有益参考。

Different from the proportion of other provincial electricity spot markets in China,the energy structure of Sichuan power grid,which is dominated by hydropower,presents unique characteristics.Combined with the energy characteristics of Sichuan,a large hydropower Province,and based on the analysis of the operation status of Sichuan′s power system,the basic power market mode and the experience of foreign power market construction,this paper establishes the evaluation index for the selection of Sichuan′s power market mode,demonstrates the feasibility of developing"centralized cash market+medium and long-term contract for difference"in Sichuan,and discusses the key technical issues in the construction of the power market,it provides a useful reference for the subsequent construction of the power spot market with the characteristics of"cascade hydropower".
