川汉铁路股款亏蚀问题与四川保路运动的演变

The Issue of Share Capital Loss of Sichuan-Hankou Railroad and the Evolution of Sichuan Railroad Protection Movement

川汉铁路自筹款开办以来就存在严重的股款亏蚀问题,累计银额达数百万两,四川州县租股局和成都川路总公司的当事路绅对之负有不可推卸的责任。为保护既得利益不被干涉和非法利益不被查处,成都路绅先后回避、拒绝和反对清廷的收路查账旨意及干路国有政策,同时还“打倒”了提出保款主张和附股方案的同乡京官。这些矛盾冲突背后的利益之争作为一大动因,直接推动了四川保路运动的兴起和高涨,也在一定程度上造就了其与湘、鄂、粤三省路事风潮的不同走向。

Sichuan-Hankou railroad had a serious problem of share capital loss since its establishment and fund-raising,and the accumulated loss of silver had exceeded several million liang.The gentries of Sichuan Local Stock Bureau and Sichuan-Hankou Railroad Company in Chengdu bore an inescapable responsibility for this.In order to protect the vested interests from interference and the illegal interests from investigation,the gentries of Sichuan-Hankou Railroad Company in Chengdu successively evaded,refused and opposed the Qing court's intention of taking away the railroad and checking accounts,as well as its policy of trunk railroad nationalization.At the same time,the gentries in Chengdu overthrew the fellow township officials sent from Beijing who made the proposal of protecting the railroad's share capital and joining national shares.The substantial conflict of interest behind these contradictions and conflicts directly promoted the rise and upsurge of Sichuan Railroad Protection Movement,and to some extent created the different orientations in the railroad agitations of Hunan,Hubei and Guangdong provinces.
