环境规制下制革企业环境责任研究分析

Environmental Responsibility of Tanning Enterprises under Environmental Regulation

目前,我国的环境规制主要以强制命令型手段为主,通过法规条例等方式自上而下地提升其对污染企业的规制效果。在环境保护的大背景下,制革企业积极履行环境责任是进行绿色发展的重要手段。本文分析了制革行业的环境污染现状,探讨了制革企业在环境规制下环保责任加重的现实问题,并汇总讨论制革企业在履行环境责任过程中存在的问题,分析制革企业环境责任承担路径,助力提升制革企业在环境规制下的环保行为,实现清洁生产与环境保护双赢。

At present,Chinese environmental regulation is mainly based on compulsory and command-based means,and its effect on polluting enterprises is enhanced from top to bottom through regulations and rules.Under the background of environmental protection,tanning enterprises actively fulfill their environmental responsibilities as an important means of green development.This paper analyzed the current situation of environmental pollution in tanning industry,discussed the real problems of tanning enterprises'environmental responsibility under environmental regula⁃tion,summarized and discussed the problems of tanning enterprises in the process of environmental responsibility,and studied the path of tanning enterprises'environmental responsibility,hoping to improve the environmental behavior of tanning enterprises under environmental regulation and realize the win-win situation of both clean production and en⁃vironmental protection.
