江苏省医疗技术临床应用监管现状分析及对策研究

Analysis of the Current Situation and Countermeasures of Clinical Application Supervision of Medical Technology in Jiangsu Province

医疗技术的临床应用不仅关系到个人的生命健康,与国家乃至整个社会医疗技术服务能力的发展都密切相关。基于风险管理理论,开展医疗技术临床应用制度实施影响因素分析,剖析医疗技术临床应用监管现状。对可能存在的诊疗、安全、伦理、执业等方面的风险隐患进行识别评价。提出加强医疗机构技术监管能力、强化卫生主管部门的监管职责、鼓励患者和媒体等社会舆论参与监管、建立基于大数据的互联互通监管平台等建议,为探索建立切实可行的江苏省医疗技术临床应用监管机制、促进医疗机构和医务人员的技术自治带来启示。

The clinical application of medical technology is closely related not only to individual life and health,but also the development of medical technology service capabilities of the nation and society as a whole.Based on risk management theory,this study analyzes the influencing factors of the implementation of medical technology clinical application system,and dissects the current situation of medical technology clinical application supervision.It identifies and evaluates potential risks in diagnosis,treatment,safety,ethics,and practice.Suggestions are proposed to strengthen the technical supervision capacity of medical institutions,enhance the regulatory responsibilities of health authorities,encourage public and media to participate in supervision,and establish an interconnected regulatory platform based on big data.These suggestions provide inspiration for exploring the establishment of a practical and feasible supervision mechanism for clinical application of medical technology in Jiangsu Province,and promoting the technical autonomy of medical institutions and professionals.
