湖南产业园区高质量发展思路研究

A Study on the Ideas of High-Quality Development of Industrial Parks in Hunan

摘要 高质量发展是全面建设社会主义现代化国家的首要任务。以湖南产业园区为例,总结了其作为经济建设的主阵地、主战场和主引擎所取得的巨大成就,分析了其存在着创新资源供给不足、主导特色产业不强、发展水平不高和管理体制机制不顺等问题短板。在“十四五”期间,湖南产业园区要凸显科技是第一生产力、创新是第一动力、人才是第一资源的新发展理念,践行湖南“三高四新”战略,从体系构建、平台搭建、人才引育、产业发展、“三生”融合、主体培育、开放合作和改革创新八个方面着力,推动产业园区高质量发展。 High-quality development is the primary task of comprehensively building a socialist modernized country.Taking Hunan industrial parks as an example,we summarize the great achievements made by them as the main position,battlefield and engine of economic construction,and analyze the shortcomings such as insufficient supply of innovative resources,weak dominant characteristic industries,low level of development and unsmooth management system and mechanism.During the"14th Five-Year Plan"period,Hunan industrial parks should emphasize the new development concept that science and technology is the first productive force,innovation is the first driving force,and talent is the first resource,and practice Hunan's"three highs and four new"strategy,and develop from system construction,platform construction,talent atraction,industrial development,"three lives","three new industries","three new industries"and"three new industries".In order to promote the high-quality development of industrial parks,we have been focusing on eight aspects,including system construction,platform building,talent attraction,industrial development,"three lives"integration,main body cultivation,open cooperation and reform and innovation.
