新发展格局背景下加快推动中小企业“专精特新”发展的路径探究--基于嘉兴市的调查研究

Path of Accelerating the Development of"Speciality,Speciality and Newness"of Small and Medium-sized Enterprises in the Context of New Development Pattern-Based on Jiaxing City

在我国加快构建新发展格局的背景下,推动中小企业“专精特新”发展至关重要,但当前中小企业“专精特新”发展依然面临不少挑战,尤其是普通地级市目前还尚未形成以“专精特新”发展引领民营中小企业高质量发展的良好态势。在此背景下,研究以嘉兴这一普通地级市为例,通过分析该市专精特新“小巨人”企业的发展现状、调研该市中小企业“专精特新”发展中面临的主要问题,进而探讨了普通地级市的地方政府在助推中小企业“专精特新”发展中的基本路径。研究发现,嘉兴市专精特新“小巨人”企业呈良好发展态势,且与其产业结构、工业基础相适应;调研结果也显示,嘉兴中小企业“专精特新”发展中还存在内生动力仍然相对偏弱、制度环境尚未完全形成、政策体系有待继续完善等方面的难题。基于此,研究提出了抓好顶层设计,不断完善政策体系的战略性和系统性;做好产业定位,不断增强产业布局的合理性与关联度;优化服务保障,不断提升政府服务的精准度与协同性等政策建议。

In the context of China's accelerated construction of a new development pattern,it is crucial to promote the development of small and medium-sized enterprises(SMEs)"speciality,speciality and new",but the current development of SMEs"speciality,speciality and new"is still facing a lot of challenges,especially in the ordinary prefecture-level cities have not yet formed a"speciality,speciality and new"development strategy.However,the current development of"speciality,speciality and newness"of SMEs still faces many challenges,especially in ordinary prefecture-level cities,which have not yet formed a good situation of leading the high-quality development of private SMEs by"speciality,speciality and newness"development.Against this background,the study takes Jiaxing,an ordinary prefecture-level city,as an example,and analyses the development status of"small giants"in the city,investigates the main problems faced by SMEs in the development of"speciality,specialty and newness",and then discussestheroleoflocalgovernments in promoting the development of"speciality,speciality and newness"of SMEs in ordinary prefecture-level cities.The study then explores the basic path of the local government in promoting the development of"speciality,speciality and newness"of SMEs in ordinary prefecture-level cities.The study finds that Jiaxing's speciality,speciality and new"small giant"enterprises have shown a good development trend,and are in line with its industrial structure and industrial base;the results of the research also show that Jiaxing's SMEs'development of"speciality,speciality and new"stillhas the problems of endogenous impetus being relatively weak,the institutional environment not yet fully formed,and the policy system yet to be fully developed.The environment has not been fully formed,the policy system to continue to improve and other aspects of the problem.Based on this,the study puts forward the policy suggestions of improving the strategic and systematic nature of the policy system by grasping the top-level design,enhancing the reasonableness and relevance of the industrial layout by doing a good job of industrial positioning,and optimising the service guarantee to improve the precision and synergy of the government services.
