全链条船籍港船舶管理体系构建

摘要 通过详细分析影响水上交通安全的相关因素、现阶段船籍港管理存在的问题,探讨海事部门如何在《中华人民共和国海上交通安全法》框架下,建立全链条全周期全业务船籍港船舶管理体系,完善“双责任”链条,全面落实主体责任和监管责任,提出一系列解决措施,以期保障水上交通的安全和可持续发展。 Based on a detailed study on the relevant factors affecting water traffic safety and the existing problems in the management of the port of registry,this paper aims to probe into the establishment of a full-chain,full-cycle,full-service port of registry ship management system by the maritime administration under the legal framework of the Maritime Traffic Safety Law of the People's Republic of China,improve the "double responsibility" chain,and fully implement the main responsibility and supervision responsibility.In addition,the paper proposes a series of solutions,aiming to ensure the safe and sustainable development of water transportation.
