Study on Relevant Clauses Concerning Survey of Deep-sea Fishery and Aquaculture Facilities

近年来,随着海洋强国战略有序推进,我国深远海渔业养殖等海洋开发活动日益频繁,新型深远海渔业养殖设施发展迅速。对海上设施进行法定检验是落实《海上交通安全法》的必然要求,也是对海上设施进行全生命周期安全监管的重要环节,然而,工作中依然存在检验职责、检验标准、检验主体等方面问题。对新型深远海渔业养殖设施以及检验方面存在问题进行研究分析,有助于厘清检验职责,更好地贯彻落实《海上交通安全法》,推动渔业养殖设施高质量发展,助力海洋强国建设。

In recent years,with the orderly advancement of the strategy of ocean power,China's deep-sea fishery aquaculture and other marine development activities have become increasingly frequent,and new types of deep-sea fishery aquaculture facilities have been developing rapidly.To conduct statutory survey of offshore facilities is not only a necessary requirement in the implementation of the Maritime Traffic Safety Law,but also a critical link in the safety supervision of offshore facilities throughout the life cycle.However,there are issues concerning survey responsibilities,survey standard,survey subject,etc.in actual practice.The research and analysis on the existing problems in new-type deep-sea fishery aquaculture facilities is conducive to clarifying the survey responsibilities,better implementing the Maritime Traffic Safety Law,promoting the high-quality development of fishery aquaculture facilities,and facilitating the construction of China into an ocean power.
