通过基础设施不动产投资信托基金(REITs),可以盘活政府和社会资本合作(PPP)项目存量资产,在更大范围内吸引社会投资者参与基础设施项目。根据国家发展改革委和财政部关最新颁发的《关于规范实施政府和社会资本合作新机制的指导意见》,对PPP项目底层资产的合规性进行深入审查和合理搭建REITs交易结构是成功发行REITs的关键。
Through launching REITs,existing assets of PPP projects can be revitalized by attracting private investors to participate in infrastructure projects in a wider scope.Under the new Guideline for PPP lately issued by the NDRC and the MOF,it is crucial to conduct a thorough compliance review of the assets of PPP projects and to establish proper transaction structure of REITs.
