Logical Analysis of Innovation and Diffusion in Public Cultural Service Policies——Based on the Consideration of Demonstration Zone Creation Policy

公共文化服务政策的创新扩散是推动公共文化服务提质增效、迈向高质量的重要创新实践。文章以创建国家公共文化服务体系示范区政策为例,基于事件史与机器学习研究方法对公共文化服务政策的创新扩散逻辑进行分析,结果表明:公共文化服务政策创新扩散的逻辑并非由单一逻辑所决定,而是有赖于经济发展水平、人口密度、公共文化服务基础、国家战略规划、地理区位以及城市行政等级等要素的有效结合,但各要素的重要程度并非等同,具体表现为以强经济逻辑为基础,以需求驱动逻辑为导向,以效率考量逻辑为支撑,服务于国家战略规划,兼顾地区间公平的创新扩散逻辑。图5。表2。参考文献54。

The innovation and diffusion of public cultural service policies are important practices that promote the quality and efficiency of public cultural services while moving toward higher standards.This article analyzes the innovation and diffusion logic of public cultural service policies based on event history and machine learning research methods.It uses the policy of creating a national demonstration zone for public cultural service systems as an example.The results demonstrate that the logic of public cultural service policy innovation and diffusion is not dictated by a singular logic,but depends upon an effective blending of elements,such as economic development levels,population densities,public cultural service infrastructures,national strategic plans,geographical locations,and urban administrative structures.However,the importance of these elements is not equal.Specifically,the logic of innovation and diffusion is based on strong economic logic,guided by demand-driven logic,supported by efficiency consideration logic,and serves for national strategic planning while also considering inter-regional fairness.5 figs.2 tabs.54 refs.
