摘要
长期护理保险涉及的利益主体众多,政策制定和服务经办流程复杂且矛盾突出。对此,基于整体性治理理论,以成都市为例,从部门合作、公私整合、社会参与三方面剖析长期护理保险的运行机制,提出改进策略:推动长期护理保险主体的行动整合,促进长期护理保险与长期照护服务的良性互动,发挥保险的需求拉动效应,持续优化照护服务促进政策,提升照护服务供给能力。
Long-term care insurance involves numerous stakeholders,and the process of policy formulation and service provision is complex and contradictory.Based on the theory of holistic governance,taking Chengdu city as an example,this paper analyzes the operational mechanism of long-term care insurance from three aspects:departmental cooperation,public-private integration,and social participation,and proposes improvement strategies,which include promoting the integration of actions of long-term care insurance entities,promoting the positive interaction between long-term care insurance and long-term care services,utilizing demand effects of the insurance,continuously optimizing care service promotion policies,and enhancing the supply capacity of care services.
