The Real-time Examination Evaluation System and Technical Method in Chengdu City

实时体检评估是城市体检评估的补充和完善,可弥补短时间动态评估的空白,以成都市实时体检评估为例,将评估工作与超大城市治理、公园城市示范区建设等相结合,坚持“以人为本”的工作原则,构建包括用地结构、交通运行、职住平衡、公共服务等4大维度的实时体检评估体系,按照数据“可获取、可计算、可对比、有结论”的要求,探索“边监测、边评估、边应用”的技术方法。通过数据整合形成“多元渠道+数字支撑”的数据运行保障机制,并形成“评估—结论—运用”的闭环工作体系,构建“共同谋划、动态反馈、成果共享”的部门协同联动机制。

Real-time examination evaluation is the supplement and improvement of urban examination evaluation,making up for the evaluation gap at a shorter time scale.Taking real-time examination evaluation of Chengdu city as an example,combining the evaluation work with mega city governance and the construction of park city,following the people-oriented principle,a realtime examination evaluation system with four dimensions of"land use structure,traffic operation,work-residence balance,and public service"is built.In accordance with the requirements of"available,calculative,comparable and conclusive"data,the technical method of"monitoring,evaluation and application"is explored.The data operation guarantee mechanism of"multiple channels+digital support"is formed through data integration,the closed-loop working system of"evaluation-conclusion-application"is formed,and a departmental coordination mechanism of"joint planning,dynamic feedback,and result sharing"is established.
