深化油品销售企业HSE体系运行的几点建议

Several Suggestions for Deepening the Operation of HSE System in Oil Sales Enterprises

在简要介绍了油品销售企业HSE体系运行方式和评价手段的前提下,指出了油品销售企业HSE体系运行中存在的管理者对体系认识不全面、体系承接及修订与实际贴合度不够、体系审核依然沿用传统检查方式等问题,提出了改进建议:一是HSE体系必须结合实际进行承接和完善;二是落实分委会及各要素主管部门、配合部门的责任;三是发挥体系审核的纠偏作用;四是以考核为抓手,推动HSE体系健康运行。

On the basis of a brief introduction to the operation mode and evaluation methods of the HSE system of oil sales enterprises,it is pointed out that there are some problems in the operation of the HSE system in oil sales enterprises,such as incomplete understanding of the system by managers,insufficient integration of system acceptance and revision with actual situations,and the continued use of traditional inspection methods in system audits.Improvement suggestions are proposed:the first is to carry out and improve the HSE system in combination with actual situations;the second is to implement the responsibilities of the sub committee,the competent departments of each element,and the cooperating departments;the third is to leverage the corrective role of system audits;the fourth is to use assessment as a starting point to promote the healthy operation of the HSE system.
