公安军转干部培训效果分析——以上海公安军转干部培训为例

Analysis of the Training Effectiveness of Public Security Military Cadres-Taking the Training of Shanghai Public Security Army Transferred Cadres as an Example

公安系统军转干部培训工作,是我国社会主义现代化建设和社会人力资源的重要组成部分,应长期在实践和探索中前进。笔者作为上海地区公安系统军转干部培训工作的项目负责人,见证了近三年来地区公安军转干部培训的多次模式变革,包括2020年度军队转业干部进高校专项培训(共248人,包含6个月集中培训、3个月实训)、2021年度军队转业千部岗前培训(共159人,共3个月集中培训)和2023年度军队转业、商调千部岗前培训(共116人,共2个月20天集中培训)。各年度培训时间不同、形式变化较大、所涵盖培训内容和目的均有所调整。因此,本文将主要针对上海地区近三年度培训实践工作,对其培训效果存在问题进行归纳研究,并提出对策建议。与此同时,随着上海智慧公安建设的应用和发展,军转干部培训单一模式将直接受到智慧教学和公安实战场景应用的多重冲击和挑战,这也将是未来培训发展的主要方向,函需纳入未来重点方向考虑。

The training of military cadres in the public security system is an important component of China's socialist modernization construction and social human resources,and has been advancing in practice and exploration for a long time.As the project leader for the training of military transferred cadres in the Shanghai public security system,the author has witnessed multiple model changes in the training of military transferred cadres in the region in the past three years,including the 2020 special training for military transferred cadres in universities(a total of 248 people,including 6 months of concentrated training and 3 months of practical training),the 2021 pre job training for military transferred cadres(a total of 159 people,including 3 months of concentrated training),and the 2023 military transferred cadres Pre job training for commercial transfer cadres(116 people in total,2 months and 20 days of centralized training).The training time for this consecutive year is different,the format has undergone significant changes,and the training content and objectives have been adjusted.Therefore,the author of this article will mainly focus on the training practice work in Shanghai in the past three years,summarize and study the existing problems in the training effectiveness,and propose countermeasures and suggestions.At the same time,with the application and development of smart public security construction in Shanghai,the single mode of military cadre training will be directly impacted and challenged by the multiple impacts and challenges of smart teaching and the application of police combat scenes,which will also be the main direction of future training development,and it is urgent to consider the keydirection in the future.
