科技社团参与科技伦理治理:功能、角色与路径

The Functions,Roles and Paths of S&T Societies in Ethical Governance

科技社团是科技伦理治理体系的重要组成部分,能够发挥组织、研究、规范、约束及宣教功能。这些功能天然地内生于科技社团之中并在国家制度安排下呈现为组织动员者、探索研究者、标准制定者、监督约束者及宣传教育者五项角色。基于上述功能和角色构建了科技社团参与科技伦理治理的实现路径,并从体制机制改革、组织治理变革、组织能力建设三方面提出科技社团更好地参与科技伦理治理的实践举措。

S&T societies are an important component of the system of S&T ethics governance,with functions of organization,research,standardization,constraint,and education.These functions are naturally inherent in S&T societies and portrayed as five roles under national institutional arrangements:or-ganizational mobilizer,exploratory researcher,standard setter,supervisor,and educator.Based on the functions and roles,the realizable path of S&T so-cieties participating in S&T ethics governance is constructed.In addition,the reform measures of S&T societies to better participate in S&T ethical govern-ance are put forward from three aspects;institutional mechanism reform,organizational governance reform,and organizational capacity building.
