多目标协同视角下城市湖泊综合治理策略研究——以芜湖市凤鸣湖为例 被引量:1

摘要 城市湖泊多为浅水水体和半封闭的缓流水体,长期受到流域人口增长、资源开发利用、经济社会发展等多重外部压力源的强烈胁迫作用。文章以芜湖市凤鸣湖为例,在深度剖析城市湖泊问题成因的基础上,提出了“多问题导向、多目标协同、多元化治理”的城市湖泊综合治理模式,并从控源为先、内源治理、活水循环、生态修复、景观提升和产业引导等6个方面提出了城市湖泊综合治理策略和技术体系。研究成果有助于协调城市湖泊治理、保护与发展的关系,推动城市湖泊综合开发利用和水产城融合发展,同时也能为国内同类型城市湖泊综合治理提供借鉴。 Urban lakes are mostly shallow water bodies and semi enclosed slow flowing water bodies,which have long been strongly stressed by multiple external pressure sources such as population growth,resource development and utilization,and economic and social development in the basin.Taking Fengming Lake in Wuhu City as an example,based on in-depth analysis of the causes of urban lake problems,this article proposes a comprehensive urban lake governance model of“multi problem oriented,multi goal coordinated,and diversified governance”.At the same time,the comprehensive management strategy and technical system of urban lakes are proposed from six aspects,i.e.source control first,internal governance,active water circulation,ecological restoration,landscape improvement,and industrial guidance”.The research results can help coordinate the relationship between urban lake governance,protection,and development,promote the comprehensive development and utilization of urban lakes,and facilitate the integrated development of aquatic cities.At the same time,it can also provide reference for the comprehensive management of similar types of urban lakes in China..
