幸福河湖建设实践与成效——以湘东区萍水河为例

The practice and effect of the construction of happy rivers and lakes:a case study of Pingshui River in Xiangdong District

幸福河湖建设既是人民群众日益增长的优美生态环境需要,也是贯彻落实习近平生态文明思想的重要实践。文章以历史遗留问题多、水污染严重的萍水河为例,介绍坚持问题导向,通过改善水环境、提升水安全、宣传水文化、多渠道筹集资金、发挥河长统筹协调力量等做法实现河畅水清、岸绿景美幸福河打造过程。从推行智慧化管护水平、建设水情研学基地、发展绿色水经济、提高公众参与度等方面提出对策建议,旨在为各地幸福河湖建设提供有益借鉴。

The construction of happy rivers and lakes is the increasing demand of the people for ecological environment,and it is an important practice to implement Xi Jinping's concept of ecological civilization.Taking Pingshui River with many historical problems and serious water pollution as an example,this article introduces the process of building a happy river with clear river and beautiful green scenery by adhering to the problem-oriented approach,improving water environment,enhancing water security,promoting water culture,raising funds through multiple channels,and giving play to the overall coordination power of river chiefs.It also puts forward measures and suggestions from the aspects of promoting smart management and protection,building water research base,developing green water economy,and improving public participation,aiming to provide beneficial references for the construction of happy rivers and lakes in various regions.
