全过程人民民主的基层实践形态与生成机制——基于“五步五单”村级议事协商工作法的考察

The Grassroots Forms of Practice and Generating Mechanism of the Whole-Process People’s Democracy——A Study Based on the“Five Steps and Five Sheets”Village-Level Deliberation and Consultation Work Method

全过程人民民主是中国共产党领导社会主义民主政治建设的最新经验总结,是将马克思主义民主理论与中国民主实践相结合的最新理论成果,是最广泛、最真实、最管用的民主。A省T市推行的“五步五单”议事协商工作法包括五个步骤,涵盖民主表达、民主讨论、民主协商、民主监督、民主考核五个民主过程,有助于协调基层矛盾,促进基层治理,探索出了一条“人民事人民提、人民事人民办、人民事人民商、人民事人民督、人民事人民评”的基层民主治理道路。全过程人民民主在基层的有效实践源自于党的全面领导是核心保障、人民中心是价值导向、民主治理是目标方向,可以提高基层党的建设水平、提升基层治理水平和完善人民当家作主制度体系。

The whole-process people’s democracy is the latest experience of the Communist Party of China leading the construction of socialist democratic politics.It is the latest theoretical achievements of combining Marxist democratic theory with China’s democratic practice,and it is the most extensive,genuine and effective socialist democracy.The“five-step,five-sheet”consultation work method implemented by T city of A province includes five steps,covering five democratic activities of democratic expression,democratic discussion,democratic consultation,democratic supervision and democratic assessment,which helps to reconcile grassroots contradictions and promote grassroots governance.It has explored a path to democratic governance at the grassroots level in which“the people’s affairs should be proposed,handled,discussed,supervised and assessed by the people themselves”.The effective practice of the whole-process people’s democracy at the grassroots level comes from the fact that the Party’s overall leadership is the fundamental guarantee,the people-centered philosophy is the value orientation,and democratic governance is the goal orientation,which can promote grassroots-level Party building,enhance the level of grassroots-level governance,and improve the system of the people as masters of the country.
