摘要
改革开放以来青藏地区教育信息化发展经历了起步探索、初步发展、快速发展、创新发展四个阶段,是一个信息技术与教育相互融合的演进过程。在这一演进历程中,教育信息化政策变迁逻辑体现在以下几个方面:政策价值取向从注重效率走向公平均衡;政策内容从工具应用走向以人为本;政策制定从借鉴套用走向因地制宜;政策颁布主体从政府主导走向多元主体协同共治。展望未来,青藏地区教育信息化政策应坚持公平正义的政策执行原则,推动教育信息化优质均衡发展;强化政策制度与立法建设,助推教育信息化的可持续发展;立足青藏地区本土文化现实,促进教育信息化的落地化创新;深化多方参与的政策制定机制,促进教育信息化发展的科学时宜。
Since the reform and opening up,the development of educational informatization in Qinghai-Tibet region has experienced four stages:initial exploration,preliminary development,rapid development and innovative development,which is an evolutionary process of the integration of information technology and education.In this evolutionary process,the logic of changes in educational informatization policies is reflected in the following aspects:policy value orientation shifting from efficiency to fairness and balance,policy content shifting from tool application to people-oriented approach,policy formulation moving from reference application to local conditions,and the policy issuing subject shifting from government led to multi-subject cooperative governance.Looking into the future,the policy of education informatization in Qinghai-Tibet region should adhere to the principle of fairness and justice,and promote the quality and balanced development of education informatization.We strengthen the construction of policy system and legislation to promote the sustainable development of education informatization;Based on the local cultural reality of Qinghai-Tibet,we promote the implementation of education informatization innovation;We deepen the multi-participation policy making mechanism and promote the scientific and timely development of educational informatization.
