贯彻落实新修改的立法法规定,2023年,各省(自治区、直辖市)人大及其常委会围绕中心、服务大局,制定地方性法规233件,修改324件,废止93件,批准设区的市新制定地方性法规665件,修改130件,废止51件。2023年度的地方立法工作坚持稳中求进总基调,牢牢把握提高立法质量这一关键,充分发挥地方立法的实施性、补充性、探索性功能,增强地方立法实效性,不断推进区域协同立法制度化、规范化,在优化营商环境、创新驱动、生态文明建设、基层社会治理、维护国家安全、完善人大制度等方面立法取得显著成绩。

In order to implement the newly revised Legislation Law,in 2023,the people's congresses and their standing committees of various provinces(autonomous regions,and municipalities directly under the central government)formulated 233 local regulations,modified 324,and abolished 93.For cities approved to be divided into districts,they formulated 665 new local regulations,modified 130,and abolished 51.In 2023,local legislation adhered to the overall tone of seeking progress while maintaining stability,firmly grasped the key to improving legislative quality,fully leveraged its practical,supplementary,and exploratory functions,enhanced its effectiveness,and continuously promoted the institutionalization and standardization of regional collaborative legislation.It has made significant achievements in optimizing the business environment,promoting innovation,construction ecological civilization,promoting grassroots social governance,maintaining national security,and improving legislations in areas regarding the National People's Congress system.
