摘要
新型研发机构要实现战略目标的达成,推动高水平科技自立自强,归根结底要建设一支高水平的人才队伍。从全球范围看,高水平人才队伍是科技创新活动的“第一资源”,是创新驱动发展的前提保证,也是新型研发机构当前面临的一项最紧迫的任务。本文分析了新型研发机构的人才队伍现状和面临的主要问题,结合浙江大学杭州国际科创中心的人才队伍建设实践,围绕人才引育、人才考评、人才服务等方面,提出加强新型研发机构人才队伍建设的对策建议。
In order to achieve strategic goals,and to promote high-level scientific and technological self-reliance,it is necessary for new-type R&D institutions to build a high-level talent team.From a global perspective,a highlevel talent team is the"primary resource"of scientific and technological innovation activities,the prerequisite guarantee of innovation-driven development,and also one of the most urgent tasks faced by new-type R&D institutions at present.This paper introduces the overall talent team status of new-type R&D institutions in China and the main challenges they are facing.Based on the practice in talent team construction of ZJU-Hangzhou Global Scientific and Technological Innovation Center,it puts forward countermeasures and suggestions to strengthen the talent team building of new-type R&D institutions,focusing on the aspects of talent attraction and cultivation,talent assessment,and talent service.
