城市公共文化服务政社合作机制:一项多案例研究

Cooperation Mechanism Between Government and Social Forces in Urban Public Cultural Services:A Multi-case Study

政社合作是城市公共文化服务高质量发展的内在要求。我国城市公共文化服务领域在政社合作探索方面积累了丰富的实践经验,形成了多样化的合作形态。文章基于资源依赖理论和组织社会学的新制度主义理论,根据制度性资源和技术性资源的依赖强弱程度,将现有城市公共文化服务政社合作模式划分为“强制度性资源-弱技术性资源”的统合型、“弱制度性资源-强技术性资源”的自主型、“强制度性资源-强技术性资源”的共治型等三类。采用多案例研究方法,对比剖析典型案例的合作情境、合作动力与合作策略,提炼出不同政社合作模式所遵循的作用逻辑,即合法性逻辑、效率性逻辑和平衡性逻辑。最后,提出我国城市公共文化服务政社合作深化的相关政策建议。

The cooperation between government and social forces is the internal requirement for the high-quality development of urban public cultural services.The field of urban public cultural services in China has accumulated rich practical experience in the exploration of cooperation between government and social forces,and formed diversified cooperation forms.Based on the resource dependence theory and the new institutionalism theory of organizational sociology,according to the degree of dependence on institutional resources and technical resources,the existing cooperation modes of urban public cultural services are divided into three types:the integrated type of"strong institutional resources-weak technical resources",the autonomous type of"weak institutional resources-strong technical resources",and the co-governance type of“strong institutional resourcesstrong technical resources”.Using the method of multi-case study,this paper compares and analyzes the cooperation situation,cooperation motivation and cooperation strategy of typical cases,and extracts the logic of action followed by different cooperation modes,namely,legitimacy logic,efficiency logic and balance logic.Finally,the paper puts forward relevant policy suggestions for deepening the cooperation between government and social forces in urban public cultural services in China.
