摘要
标准化是提升政府治理现代化的基础性制度安排,是与战略、规划、政策同样重要的政府治理手段。近年来,全国行政管理和服务标准化技术委员会围绕将标准化原理、方法融入优化营商环境实践,充分发挥标准基础性、引领性作用,探索优化营商环境与标准化技术耦合的手段等重点工作开展了卓有成效的探索。本文梳理了行政管理和政务服务标准化的政策背景与实践意义,在总结实践经验的基础上,立足助力政务服务效能提升和营造一流营商环境的建设目标,提出将标准化融入营商环境建设的优化路径。
Standardization is a fundamental institutional arrangement for enhancing the modernization of government governance,and it is equally important as strategy,planning,and policies in the governance toolkit.In recent years,National Technical Committee on Public Administration and Services Standardization Administration of China has effectively explored key initiatives,such as integrating standardization principles and methods into the optimization of the business environment,fully leveraging the fundamental and leading role of standards,and investigating means to combine the optimization of the business environment with standardization technology.This paper reviews the policy background and practical significance of standardization in administrative management and government services.Based on the summary of practical experience,it focuses on supporting the goals of improving government service efficiency and creating a first-class business environment.The article proposes an optimization path for business environment construction through standardization.
