摘要
优化消费营商环境是推动供给与需求动态平衡、实现国民经济良性循环的重要举措。在供给与需求地域分离背景下,县域消费主要呈现出内向型消费、交互型消费、外向型消费三种现实样态,消费场景治理、消费平台治理与消费品牌治理分别是优化消费营商环境的治理重心。通过现实考察发现,消费营商环境治理中的县域治理行为从“经营”转向“赋能”,形成消费“能力-环境”双向赋能模式,推动央地关系、府际关系和政企关系治理结构发生新变化。进一步优化县域消费营商环境,需明确市场赋能理念,聚焦财税体制改革与服务体制改革两大制度变革方向,瞄定县域消费产业发展、县域消费社会保障、县域消费基础设施、县域消费服务供给四大消费挖潜路径,不断增强消费对经济高质量发展的持久动力。
Optimising the business environment for consumption is an important measure to promote a dynamic balance between supply and demand and to achieve a virtuous cycle in the national economy.Under the background of geographical separation of supply and demand,county consumption mainly presents three realities of inward consumption,interactive consumption and outward consumption,and the governance of consumption scenes,consumption platforms and consumption brands are the focus of governance to optimise the business environment for consumption respectively.Through real-life investigation,it is found that the governance behaviour of county governments in the process of consumer business environment governance is gradually shifting from“operation”to“empowerment”,forming a two-way empowerment mode of consumption“capacity-environment”,and promoting new changes in the governance structure of central-land,intergovernment and government-enterprise relations.To further optimise the business environment for county consumption,it is necessary to clarify the concept of market empowerment,focus on the reform of the financial system and service system,aim at the county consumption industry development,county consumption social security,county consumption infrastructure,county consumption service supply,and continuously enhance the lasting power of consumption for the high-quality development of the economy.
